On behalf of National Wildlife Federation, Natural Resources Defense Council, National Audubon Society, All Our Energy, American Bird Conservancy, Audubon Mid-Atlantic, Connecticut Audubon, Environment New Jersey, Mass Audubon, NJ Audubon, NJ Conservation Foundation, NY4WHALES, Surfrider Foundation, Oceana, Ocean Conservation Research, and our millions of members and supporters, we submit these attached comments on the draft Environmental Impact Statement by the Bureau of Ocean Energy Management for the Construction and Operations Plan produced by Ocean Wind, LLC for the construction and operation of a wind energy facility offshore of New Jersey.

Abstract

In accordance with National Environmental Policy Act (NEPA) regulations, the Bureau of Ocean Energy Management (BOEM) announces the availability of the draft environmental impact statement (DEIS) for the construction and operations plan (COP) submitted by Ocean Wind, LLC, (Ocean Wind) for its proposed Ocean Wind Offshore Wind Farm (Project). The DEIS analyzes the potential environmental impacts of the Project as described in the COP (the proposed action) and alternatives to the proposed action and will inform BOEM’s decision whether to approve, approve with modifications, or disapprove the COP. This notice of availability (NOA) announces the start of the public review and comment period, as well as the locations, dates, and times for in-person and virtual meetings, on the DEIS. After BOEM holds the public hearings and addresses comments provided, BOEM will publish a final environmental impact statement.
