Dear Secretary Burgum, Please accept these 18,700 public comments from members and activists of the Natural Resources Defense Council (NRDC) in reference to Docket # BOEM-2025-0582. I urge you not to allow drilling off the coast of southern and central California or in any of our public waters. I am very concerned about your draft offshore drilling plan to open over a billion acres of federal waters, including off the coast of California. The U.S. already has more than enough energy to meet demand. And last summer Congress also mandated that an unprecedented 36 offshore oil and gas lease sales be held over the next 15 years. We don't need even more oil, and certainly not at such great risk to our economy and environment. Coastal communities and economies are too valuable to put at risk of oil spills and other offshore drilling impacts. California's ocean economy alone employs nearly half a million people and generates over $44 billion in annual GDP that includes tourism, recreation, fishing, and shipping — a single major oil spill will devastate this economic engine that our whole country relies on. Offshore drilling also threatens endangered whales like West Coast gray whales, which are already in a state of steep decline, while generating toxic air pollution that harms our health and drives more climate change-fueled extreme weather incidents. Abstract
The Bureau of Ocean Energy Management (BOEM) issues this Call for Information and Nominations (Call) covering proposed Outer Continental Shelf (OCS) oil and gas lease sales in the available portions of the Southern California Planning Area. Those sales are described in the U.S. Department of the Interior’s (Department) recently published Draft Proposed Program for the 11th National OCS Oil and Gas Leasing Program (11th National Program), which BOEM announced on November 20, 2025 . This Call solicits industry nominations of acreage for possible inclusion in these sales and requests information from the public on the Call Area for lease sale planning. Specifically, BOEM seeks information on geological conditions, archaeological sites, potential use conflicts, areas of special concern, and other socioeconomic, biological, and environmental information.
