The Natural Resources Defense Council (NRDC) submits the enclosed comments on EPAs proposed rule Emission Guidelines for Greenhouse Gas Emissions From Existing Electric Utility Generating Units; Revisions to Emission Guideline Implementing Regulations; Revisions to New Source Review Program, 83 Fed. Reg. 44,746 (Aug. 31, 2018). NRDC has also submitted joint comments on this proposal with other environmental and public health organizations.
Please accept these 14,236 public comments from online members and activists of the NRDC Action Fund regarding EPA-HQ-OAR-2017-0355-21117, in addition to the previously submitted 16,018 comments EPA-HQ-OAR-2017-0545-0001, in opposition to these efforts to weaken or replace the Clean Power Plan. Keeping the Clean Power Plan in place would provide health protections and economic opportunities in clean energy across the country while the proposed replacement could encourage even more pollution from power plants, and create loopholes for fossil fuel companies and utilities to pollute more. Considering this, the proposed replacement for the Clean Power plan should be rejected. Thank you for your consideration.

The EPA is taking action to repeal the Carbon Pollution Emission Guidelines for Existing Stationary Sources: Electric Utility Generating Units (EGUs), commonly referred to as the Clean Power Plan, as promulgated October 23, 2015. The EPA is also proposing the Affordable Clean Energy rule which would establish emission guidelines for states to develop plans to address greenhouse gas emissions from existing coal-fired power plants. The ACE rule would replace the 2015 Clean Power Plan, which EPA has proposed to repeal because it exceeded EPA's authority.
