The Natural Resources Defense Council (NRDC) submits the attached comments on EPA's Advance Notice of Proposed Rulemaking: State Guidelines for Greenhouse Gas Emissions from Existing Electric Utility Generating Units, 82 Fed. Reg. 61,507 (Dec. 28, 2017).
