Dear EPA Administration Zeldin, Please accept these 26,726 public comments from members and activists of the Natural Resources Defense Council (NRDC) in reference to Docket # EPA-HQ-OAR-2018-0794. I urge you to fulfill your agency's mission to protect human health and the environment by reversing plans to repeal crucial carbon standards and Mercury and Air Toxics Standards (MATS) for power plants. Giving dirty coal- and gas-fired power plants looser reins to emit pollution will worsen climate change, fuel more extreme weather events, and cause more health problems for more people in communities across the country. Power plants are already responsible for one-third of U.S. carbon emissions. If kept in place, these standards would have saved thousands of lives. And standards were put in place to limit mercury, arsenic, lead, and other air toxins from power plants that can cause neurological damage in children, respiratory illness, and premature death. Dear EPA Administrator Regan, Please accept these 14,264 public comments from members and online activists of the Natural Resources Defense Council (NRDC) thanking you for your recent proposal to strengthen mercury and air toxics standards (MATS) and urging you to strengthen these standards even further to protect public health. The proposal would tighten the standard for particle pollution, and I encourage you to go with the most protective option. While most coal plants have cut emissions substantially under the original MATS, there are still some power plants across the country emitting unacceptable levels of hazardous air pollutants like mercury and metals. Controlling mercury and toxic air pollution from power plants reduces the risk of fatal heart attacks, cancer, and neurodevelopmental delays in children. And we've already seen significant evidence that strong standards are effective – EPA estimates that its current MATS safeguards prevent up to 11,000 premature deaths, 4,700 heart attacks, and 130,000 asthma attacks every year. These public health improvements are especially important for children and vulnerable populations, and for communities near coal-burning power plants. Therefore, I hope you further strengthen MATS safeguards and ensure that all communities are better protected from the toxic air pollutants that power plants emit. Thank you.

These standards greatly limit the amount of mercury and other toxins that are released into the air from oil-and-coal-fired power plants. Mercury and lead are both dangerous for everyone, but are particularly hazardous for some of the most vulnerable Americans including pregnant women and children. The Mercury Air Toxics Standards prevent up to 11,000 premature deaths, 4,700 heart attacks, 5,700 hospital visits, 130,000 asthma attacks, and 540,000 sick days every single year, and are estimated to deliver annual health benefits up to $90 billion. For these reasons we urge you to stand up for public health and oppose these rollbacks of mercury standards. Thank you for your consideration.
Abstract
The U.S. Environmental Protection Agency is proposing to repeal specific amendments to the National Emission Standards for Hazardous Air Pollutants for Coal- and Oil-Fired Electric Utility Steam Generating Units (EGUs), commonly referred to as the Mercury and Air Toxics Standards (MATS), that were promulgated on May 7, 2024. The amendments that the EPA is proposing to repeal include the revised filterable particulate matter (fPM) emission standard, which serves as a surrogate for non-mercury hazardous air pollutant (HAP) metals for existing coal-fired EGUs; the revised fPM emission standard compliance demonstration requirements; and the revised mercury (Hg) emission standard for lignite-fired EGUs.
