Abstract

This docket contains a proposed rulemaking under subsection (h) of the American Innovation and Manufacturing Act of 2020 and related materials. This proposed rulemaking includes provisions that would establish an Emissions Reduction and Reclamation program for the management of hydrofluorocarbons and their substitutes. Proposed provisions include requirements in specific sectors or subsectors for: leak repair; use of automatic leak detection systems; use of reclaimed hydrofluorocarbons; use of recycled hydrofluorocarbons in fire suppression equipment; recovery of hydrofluorocarbons from cylinders; container tracking; and certain recordkeeping, reporting, and labeling requirements. The Environmental Protection Agency is also proposing alternative Resource Conservation and Recovery Act standards for spent ignitable refrigerants being recycled for reuse. This docket also contains the notice of data availability under subsection (h) of the American Innovation and Manufacturing Act of 2020.
