Dear Administrator Regan, Please accept these 15,024 public comments form members and activists of the Natural Resources Defense Council (NRDC) in reference to Docket # EPA–HQ–OAR–2023–0292. I urge you to grant California's Air Resources Board request for a waiver of preemption under Section 209(b) of the Clean Air Act for the Advanced Clean Cars II Regulation. The transportation sector is the largest source of nitrogen oxide pollution, as well as the leading cause of greenhouse gas emissions across the United States. These emissions not only harm our air quality but also human health and climate. ACC II is a key regulation that allows states to further reduce harmful emissions from gasoline and diesel cars and light trucks on the road. It also allows states to increase the number of clean, electric vehicles placed for sale, giving drivers more options when it comes to the cars they drive.
