Dear EPA Administrator Regan and Head of Army Corps of Engineers Lt. General Scott A. Spellman, Please accept these 22,212 public comments from members and online activists of the Natural Resources Defense Council (NRDC) requesting the EPA to strengthen its proposal to ensure federal clean water protection for all critical bodies of water. We are encouraged by your proposal to restore Clean Water Act protections to many waters that were targeted by the Trump administration's "Dirty Water Rule." This is a good first step, but we urge you to ensure federal clean water protection for all critical bodies of water. Your current proposal will still leave vital water bodies unprotected, including many wetlands and even small seasonal and rain-dependent streams that our families, communities, and ecosystems rely on. We urge you to swiftly move toward adopting long-lasting, federal clean water protections that are rooted in science to ensure clean water across the country. Thank you,

Abstract

With this action, the agencies propose to repromulgate their pre-2015 regulatory definition of “waters of the United States,” amended to reflect consideration of relevant Supreme Court decisions.
