Dear EPA Administrator Zeldin, Please accept these 12,378 public comments from members and activists of the Natural Resources Defense Council (NRDC) in reference to Docket # EPA-HQ-OW-2025-0093. Your agency is charged with protecting clean water — a fundamental human right. To uphold that responsibility, you must abandon plans to weaken the Clean Water Act. Further restricting protections for streams, wetlands, and other vital waterways puts drinking water sources for millions of Americans at risk. And rollbacks that enable easier destruction of wetlands and other waters increases the threat of flooding and damage to our communities. Abstract

The U.S. Environmental Protection Agency (EPA) and the Department of the Army (Army) are seeking recommendations regarding implementation of the term “waters of the United States.” This docket will be associated with a non-regulatory preproposal notice announcing a series of public listening sessions and soliciting written feedback from the public.
