Please accept these 20,376 public comments from members and online activists of the Natural Resources Defense Council (NRDC) urging you to finalize the proposed rule requiring states to measure greenhouse gas pollution from their highway and transportation programs and come up with plans to reduce those emissions. Price gouging at the gas pump and the growing number of climate-fueled disasters make it ever so clear that we must invest in sustainable transportation. Transportation is now the largest source of climate-busting carbon emissions in the United States. President Biden's bipartisan infrastructure law that passed last November will fortunately make record investments in our transportation system -- more than $600 billion is set to go to states and cities over the next five years. These funds are available for a variety of uses like bus rapid transit and commuter rail, bicycle lanes, electric vehicle charging stations, and road safety improvements. We want to help encourage states to put the historic transportation investments toward sustainable solutions. This proposed rule to assess greenhouse gas pollution is the next logical step toward making much-needed advancements in sustainable transportation.

FHWA proposes to amend its regulations governing national performance management measures to establish a method for the measurement and reporting of greenhouse gas (GHG) emissions associated with transportation under Title 23, United States Code (U.S.C.).
