The Natural Resources Defense Council is pleased to submit the attached comments in support of HUD's proposed rule. When finalized, the proposed rule will improve the resilience of communities to flooding, reduce the cost to the Federal government of post flood disaster response, and better prepare the United States for the impacts of climate change.
