FR-6336-N-01 Dear Deputy Administrator McFadden, The Natural Resources Defense Council (NRDC) is pleased to respond to the Department of Housing and Urban Development's Request for Information re: the CDBG-DR Rules, Waivers, and Alternative Requirements (hereafter HUD RFI). NRDC is an international, non-profit environmental and public health membership organization with more than three million members and online activists. NRDC advocates to reduce greenhouse gas emissions that cause climate change, increase the resilience of communities to the unavoidable impacts of climate change, safeguard human health, and ensure safe drinking water for all. The content below addresses the structural and systemic barriers BIPOC communities, low-income communities, and particularly those BIPOC residents in low-income communities, continue to face in light of disasters. The aftermath of these crises has proven to have adverse outcomes for lower-income residents and BIPOC communities who are impacted by disasters. Our recommendations provide solution-oriented approaches that will benefit residents in economically disadvantaged neighborhoods. We look forward to working with HUD to create a CDBG-DR program that is a more efficient and effective tool for addressing racial equity while advancing hazard mitigation, climate resilience, and climate mitigation efforts. The nation needs a CDBG-DR program that is tailored towards assisting the communities who are struggling to rebuild and recover from a recent disaster, particularly for those who the consequences fall hardest upon, like low-moderate income communities and communities of color.
