Hello, Please find attached comments from the Natural Resources Defense Council (NRDC) regarding NMFS's Confidentiality of Information Proposed Rule, Docket ID NOAA–HQ–2023–0146. Thank you for your consideration.
This action proposes revisions to regulations that implement Magnuson-Stevens Fishery Conservation and Management Act requirements for the handling of confidential data received, collected, maintained, or used by National Oceanic and Atmospheric Administration/National Marine Fisheries Service. These revisions are necessary to implement the 2006 Reauthorization of the MSA and the 1996 Sustainable Fisheries Act. In addition, the action revises Federal regulations to reflect NOAA Fisheries’ proposed interpretations for ambiguous MSA provisions.
