Dear Comptroller Gould and Chairman Hill, Please accept these 6,872 public comments from members and activists of the Natural Resources Defense Council (NRDC), including 751 personalized comments, in reference to Docket # OCC-2026-0694; RIN 3064-AG31. Most individuals signed onto the following text: Dear OCC, FDIC: I oppose your agencies' proposed changes to the Community Reinvestment Act (CRA) rules. For nearly 50 years, the CRA has required banks to invest in the communities where they choose to do business. At a time when families are struggling with rising costs, your proposal would let hundreds of banks off the hook. Instead, I ask you to maintain strong community investment requirements for banks and ensure that those projects actually help local residents. Please withdraw this proposal and keep banks accountable to the communities they profit from. Thank you. Thank you for considering these comments opposing proposed changes to the Community Reinvestment Act. Sincerely, Samantha Wines NRDC National Digital Advocacy Campaign Manager

Abstract

The Providing Accountability Through Transparency Act of 2023, requires that a notice of proposed rulemaking include the internet address of a summary of not more than 100 words in length of a proposed rule, in plain language, that shall be posted on the internet website under section 206(d) of the E-Government Act of 2002. The Office of the Comptroller of the Currency and the Federal Deposit Insurance Corporation are proposing to amend their Community Reinvestment Act rules by making certain substantive, technical, and process-oriented changes to refocus on the statutory objective of encouraging banks to meet the credit needs of their communities; to better ensure that community development grants reach the communities they are intended to benefit; to reduce unnecessary burden, particularly for community banks; and to provide greater clarity for how to obtain Community Reinvestment Act consideration. The proposal and the required summary can be found for the OCC at https://www.regulations.gov by searching for Docket ID OCC–2026–0694 and https://occ.gov/topics/laws-andregulations/occ-/proposedissuances/index-proposedissuances.html. The proposal and the required summary can be found for the FDIC at https://www.fdic.gov/federal-registerpublications.
