Dear Acting Secretary of Labor Su and OSHA Assistant Secretary of Labor Parker, Please accept these 13,421 public comments from members and activists of the Natural Resources Defense Council (NRDC) in reference to Docket # OSHA-2021-0009. Too many employers don't provide basic necessities such as water and rest breaks to the workers who put food on our tables, deliver our packages, and repair our houses and roads. That's why I support OSHA's effort to protect 36 million indoor and outdoor workers with its first-ever proposal for a heat safety standard. Though the proposal is a good place to start, I want it to be even stronger. Breaks should be required, not just encouraged, and every covered employer should have at least a basic heat safety plan written down. Workers should also be involved in every step of creating a heat-safe workplace, including identifying dangerously hot spaces and tasks. Working people have been waiting too long for these common sense safeguards. Please do your part to protect them from increasingly extreme heat by quickly finalizing a strong heat safety standard. Abstract

OSHA is proposing to issue a new standard, titled Heat Injury and Illness Prevention in Outdoor and Indoor Work Settings. The standard would apply to all employers conducting outdoor and indoor work in all general industry, construction, maritime, and agriculture sectors where OSHA has jurisdiction, with some exceptions. It would be a programmatic standard that would require employers to create a plan to evaluate and control heat hazards in their workplace. It would more clearly set forth employer obligations and the measures necessary to effectively protect employees from hazardous heat.
