The Passenger Vessel Association (PVA) - the national trade association representing owners and operators of U.S.-flagged commercial passenger vessels of all types - submits the attached comments on the Environmental Assessment (EA) for the proposed Cape Wind Energy Project, dated March 4, 2010. PVA continues to oppose the construction of a proposed offshore wind energy facility in Nantucket Sound, Massachusetts, because of its hazardous impact on navigation and safety of passengers on ferry vessels that provide service between the mainland and the islands of Nantucket and Martha's Vineyard. There must be a buffer zone of ample size between the ferry routes and the closest structures of the wind energy facility. Federal authorities must mandate that Cape Wind adjust its project to resolve conflicts with navigation, rather than requiring ferries and other navigational users to make changes to accommodate Cape Wind.
