The Passenger Vessel Services Act (46 US Code Appendix 289) requires that only a qualified U.S.-flag vessel may transport passengers in coastwise trades. Neither the Passenger Vessel Safety Act of 1993 nor any other law authorizes the Coast Guard to grant exemptions to the coastwise laws for for foreign-flagged vessels.
