Abstract

The EPA is proposing performance specifications and ongoing quality assurance procedures for hydrogen chloride (HCl) continuous emission monitoring systems (CEMS)to provide sources and regulatory agencies with criteria and test procedures for evaluating the acceptability of HCl CEMS. The proposed specification (Performance Specification 18) includes requirements for initial acceptance including instrument accuracy and stability assessments. This action also proposes quality assurance (QA) procedures for HCl CEMS used for compliance determination at stationary sources. The QA procedures (Procedure 6) specify the minimum QA requirements necessary for the control and assessment of the quality of continuous emission monitoring systems data submitted to the EPA.
