Enclosed are the comments of Portland Cement Association in response to the NODA, together with 5 appendices (A-E). Also included with our comments is the second part of the comments previously submitted to the underlying rulemaking docket jointly by the following organizations: EarthJustice, Environmental Integrity Project, Sierra Club, Natural Resources Defense Council, Southern Alliance for Clean Energy, Southern Environmental Law Center, and Physicians for Social Responsibility. Those organizations submitted their original comments to the underlying rulemaking in two parts. The first part has been included in the NODA docket as EPA-HQ-RCRA-2011-0392-0119. The second part was not included, but EPA has acknowledged that it should have been included in the NODA docket. As of today it has not yet been inserted into the NODA docket. For that reason, we are including in it.
