Abstract

In this action, EPA will propose a finding as to whether greenhouse gas emissions from aircraft cause or contribute to air pollution which may reasonably be anticipated to endanger public health or welfare. Concurrent with this proposed finding, EPA will release an Advanced Notice of Proposed Rulemaking (ANPRM) to provide an overview of international efforts to reduce aircraft CO2 emissions, the potential use of section 231 of the Clean Air Act to implement these international CO2 aircraft standards, and request public comment.
