The Regional Airline Association (RAA) submit the attached comments on the proposed modernization of pilot training conducted under Title 14 of the Code of Federal Regulations, Part 141 (Part 141), as outlined in the National Flight Training Alliance (NFTA) industry report dated March 31, 2026. Our 14 members collectively operate approximately 98% of all regional flights in the U.S. and serve 635 airports across the Nation. RAA proudly serves to provide a unified voice of advocacy for U.S. regional air carriers, aimed at promoting a safe, reliable, and strong regional airline industry. Regional airlines are the lifeline of air service to smaller and rural communities across America, and the stakes of this rulemaking are uniquely acute for this segment of the aviation industry.
