Dear Administrator Pruitt: Please see the attached 2016 Retailers Fuel Gallons Annual Report, originally published by the Iowa Department of Revenue in April 2017, and just revised in October 2017. The tables and text were revised to correct inaccurate reporting of E15 fuel sales in 2015 and 2016. The Iowa Renewable Fuels Association is submitting this report to correct the record on a statement made by the American Petroleum Institute and the American Fuel and Petrochemical Manufacturers on page 19 of their comments submitted to EPA in response to the July RVO proposal. Specifically, API/AFPM stated on page 19 of their comments to the July RVO proposal that "the sale of E15 (in 2016 in Iowa) actually decreased by 3.2% (compared to 2015)." To be fair to API and AFPM, their statement was based on the inaccurate reporting of E15 fuel sales in the original 2016 Iowa Retailers Fuel Gallons Annual Report. However, the Iowa Department of Revenue has corrected the errors in the previous report with its October revision (attached). The corrected version of the report shows that Iowa registered E15 fuel sales increased from 1.72 million gallons in 2015 to 4.95 million gallons in 2016, an increase of 189%. Dear Administrator Pruitt: Please see the attached report entitled "Impact of Expansion of the Renewable Fuels Industry on the Economy of Iowa," authored by John Urbanchuk, Managing Partner of ABF Economics, which was released on October 17, 2017. In addition, please see the attached fact sheet summarizing the report's findings. Since 2016, Iowa biodiesel and ethanol producers have commenced a historic level of investment and capital expenditures to expand production capacity. This capacity expansion, which will include 511 million new conventional ethanol gallons, 22 million new cellulosic ethanol gallons, and 78 million new biodiesel gallons by the end of 2018, marks the single largest building boom since the historic industry expansion in the early 2000's. Once this ongoing historic capacity expansion is completed, the renewable fuels industry will have the following impacts on Iowa's economy by the end of 2018: *Will account for more than $5.6 billion of Iowa GDP *Will generate over $2.8 billion of income for Iowa households *Will support 53,212 jobs throughout the entire Iowa economy, an increase of nearly 11,000 jobs over 2016 totals However, study author John Urbanchuk cautioned, "(R)ecent uncertainty regarding the implementation of the federal Renewable Fuel Standard (RFS) could jeopardize not only future investments in new capacity and technology, but also the investments made over the last two years. If federal policy shifts lead to stagnant or reduced renewable fuels demand, nearly 11,000 jobs in Iowa alone will be put at risk." Thank you for your consideration of the new data in this report. Abstract
EPA is proposing applicable percentage standards for the four categories of renewable fuel in the Renewable Fuel Standard (cellulosic biofuel, biomass-based diesel, advanced biofuel, and total renewable fuel) for 2018. EPA is also proposing the biomass-based diesel volume for 2019.
