Dear Mr. Reeves, The Southern Environmental Law Center submits the attached comments on behalf of 11 conservation groups, in response to BOEM's Notice of Intent to prepare a Draft Environmental Impact Statement for the review of a construction and operations plan submitted by Dominion Energy, Inc. for a wind energy facility offshore Virginia, known as the Coastal Virginia Offshore Wind Commercial Project.
