Dear Mr. Reeves, The Southern Environmental Law Center submits these comments on behalf of 11 conservation groups, in response to BOEM's Notice of Intent to prepare a Draft Environmental Impact Statement for the review of a construction and operations plan submitted by Avangrid Renewables, LLC for a wind energy facility offshore North Carolina, known as the Kitty Hawk Wind Project.
