The Southern Environmental Law Center submits these attached comments on behalf of 14 conservation organizations, regarding BOEMS's Proposed Sale Notice for Atlantic Wind Lease Sale 9 in the Wilmington East WEA offshore North Carolina. Our organizations are united in support of responsibly developed offshore wind power. Under the Outer Continental Shelf Lands Act, BOEM must ensure that any offshore wind project leased in the Wilmington East WEA is protective of the natural and human environments. As requested in the PSN, in the following comments we provide specific recommendations for what should be included in the Final Sale Notice, including: (1) environmental protections; (2) benefits to underserved communities; (3) bidding credits to create a domestic supply chain; (4) coordinated engagement with stakeholders; and (5) transit corridors. We also urge BOEM to expressly consider public comments, including our own forthcoming letter, on the recently published Draft Supplemental EA in its development of a final supplemental EA and the FSN.
