The Southern Environmental Law Center ("SELC") submits the attached comments on behalf of 10 organizations, in response to the Bureau of Ocean Energy Management's ("BOEM") Notice of Availability of a Draft Environmental Impact Statement ("DEIS") for a wind energy facility offshore Virginia, known as the Coastal Virginia Offshore Wind Commercial Project ("CVOW-C" or "the Project"), proposed by Dominion Energy, Inc. ("Dominion").[1] We appreciate this opportunity to provide input on BOEM's decision-making process for these activities.
