Southern Environmental Law Center submits the attached comments on behalf of 17 organizations (Conservation Groups), which work across the Southeastern United States to protect the natural environment and safeguard public and community health. As explained in the attached documents, the Conservation Groups request that CEQ vacate the 2020 Rule in its entirety and restore the 1978 regulations as a baseline from which to make targeted improvements during a later rulemaking. If CEQ continues to address just the set of issues identified in the Phase I rulemaking, we request that the agency do so more holistically, as described in the attached document.
