The Southern Environmental Law Center submits the attached comments on behalf of eighty-five organizations, which work across the Southeast United States to safeguard communities and protect the natural environment. We write in response to the Council on Environmental Quality's ("CEQ") Notice of Proposed Rulemaking ("NPRM"), Docket No. CEQ-2023-0003, published in the Federal Register on July, 31, 2023, regarding Phase 2 revisions of National Environmental Policy Act ("NEPA") regulations.
