Abstract
The Resource Conservation and Recovery Act (RCRA) section 4005(d) provides that States may, but are not required to, develop and submit a Coal Combustion Residuals (CCR) permit (or other system of prior approval) program to EPA for approval. The State of Virginia is seeking approval of its CCR permit program.
