On behalf of Bike Durham, BikeWalkNC, CleanAire NC, Carolina Advocates for Climate, Health and Equity, NC Conservation Network, and WakeUP Wake County, we write to express our strong support for the proposed amendments to the Federal Highway Administration's ("FHWA") regulations that will require state departments of transportation and metropolitan planning organizations ("MPOs") to set performance measures and declining targets for carbon emissions associated with transportation on the National Highway System. Thank you for considering these comments.

Abstract

FHWA proposes to amend its regulations governing national performance management measures to establish a method for the measurement and reporting of greenhouse gas (GHG) emissions associated with transportation under Title 23, United States Code (U.S.C.).
