Please see the attached comment letter submitted by the Southern Environmental Law Center on behalf of 10 conservation organizations regarding the proposal by the U.S. Fish and Wildlife Service and National Marine Fisheries Service to rescind the regulatory definition of "harm" under the Endangered Species Act.
