The Southern Environmental Law Center submits the attached comments on behalf of itself and American Bird Conservancy, Animal Welfare Institute, Center for Biological Diversity, Feminist Bird Club Asheville, Feminist Bird Club Durham, Friends of Coastal South Carolina, Georgia River Network, Georgia Wildlife Federation, National Parks Conservation Association, North Carolina Chapter of Sierra Club, North Carolina Wildlife Federation, South Carolina Chapter of Sierra Club, South Carolina Coastal Conservation League, South Carolina Wildlife Federation, and Wetlands Watch in support of the U.S. Fish and Wildlife Service's proposed regulations on biological integrity, diversity, and environmental health ("BIDEH") of the National Wildlife Refuge System and accompanying proposed updates to the existing BIDEH Policy. 89 Fed. Reg. 7,345 (Feb. 2, 2024).
