The Southern Environmental Law Center submits the attached comments on behalf of Defenders of Wildlife, the Georgia Wildlife Federation, the North Carolina Wildlife Federation, and the South Carolina Wildlife Federation in strong support of the U.S. Fish and Wildlife Service's proposal to list the southern hognose snake (Heterodon simus) under the Endangered Species Act ("ESA"). We also provide recommendations regarding refining the exceptions to the Proposed 4(d) Rule, to further provide for the conservation of the southern hognose snake.
