Dear Ms. Coogan, The Southern Environmental Law Center submits the attached comments on behalf of 14 organizations with longstanding interests in protecting the iconic and critically endangered North Atlantic right whale in the Mid- and South Atlantic, in response to the National Marine Fisheries Service's proposal to amend the regulations implementing the Atlantic Large Whale Take Reduction Plan in northeast commercial lobster and crab trap/pot fisheries. We are profoundly concerned about this proposal's failure to provide sufficient protection for the iconic and critically endangered North Atlantic right whale. We urge NMFS to immediately take all measures within its power to address entanglements as the leading threat to the continued existence and recovery of the right whale. Sincerely, Melissa L. Abstract

The National Marine Fisheries Service (NMFS) intends to amend the Atlantic Large Whale Take Reduction Plan (Plan) to reduce the risk of serious injuries and mortalities to North Atlantic right whales (Eubalaena glacialis) and other large whales caused by entanglement in commercial lobster and crab trap/pot fisheries along the northeast U.S. East Coast.
