Abstract

Amendment 19 addresses the expiration of the federal commercial shrimp vessel permit moratorium in the Gulf. The moratorium, first established in 2005 for 10 years through Amendment 13 to the Shrimp FMP and then renewed for another 10 years through Amendment 17A to the Shrimp FMP, is set to expire on October 26, 2026. The moratorium was originally implemented to address overcapitalization and create stability in the Gulf shrimp fishery, which grosses $283.9M annually and generates $2.7B in sales. The moratorium also assists in meeting statutory requirements for addressing sea turtle takes and juvenile red snapper bycatch.
