The U.S. Chamber of Commerce ("U.S. Chamber") appreciates the opportunity to respond to the U.S. Department of Transportation's ("Department") request for information cited above. The alarming rise in cargo theft, costing industry up to $35 billion annually and increasing by 1,500% since 2021, makes this issue a top concern for the business community, law enforcement, and others. As the Department determines its role in addressing this growing threat, we offer the attached recommendations focused on coordinated enforcement, prevention, and the promotion of pilot programs and best practices. We look forward to ongoing engagement on this critical issue.

Abstract
DOT seeks information from the public, including State, metropolitan, and local agencies; law enforcement; industry; stakeholders (e.g., carriers, shippers, drivers, warehouse operators (including at airports), insurers); and the public to aid in the development of strategies and potential pilot programs to reduce cargo theft, strengthen supply chain security, and create a safe operating environment for freight stakeholders and the traveling public.
