The U.S. Chamber of Commerce, the world's largest business federation representing the interests of more than three million businesses and organizations of every size, sector, and region, submits these comments in response to the settlement agreements between the Environmental Protection Agency (EPA), states and environmental groups, which require EPA to establish greenhouse gas New Source Performance Standards (NSPS) for coal- and oil-fired electric generating units and petroleum refineries in 2011 and 2012.

Abstract
Petitioners filed petitions for review of EPA’s final rule entitled “Standards of Performance for Petroleum Refineries,” published at 73 Fed. Reg. 35,838 (June 24, 2008). The proposed settlement agreement establishes deadlines for EPA’s proposed and final actions for meeting its obligations in the agreement.
