Public Hearing on an International Services Agreement

The U.S. Chamber of Commerce strongly supports the proposed International Services Agreement. It has the potential to strengthen the U.S. economic recovery, generate good jobs, and fortify the global rules-based trading system. Among the basic objectives of the ISA should be to achieve far-reaching market access and national treatment guarantees and eliminate foreign investment caps. The Chamber is prepared to make recommendations for a number of key sectors (and all four modes of delivery) and also to address cross-cutting measures relating to regulatory cooperation, cross-border data flows, and other issues. The Chamber strongly urges that negotiations for the ISA be formally launched as soon as possible with a goal of concluding them expeditiously. John Murphy will provide oral testimony to USTR.
