Create a free account, open the docket or document you care about, and turn on email alerts. You'll be notified as new comments and documents post. This is the simplest way to follow a small set of rules and costs nothing.
The site's search covers dockets, documents, and comments. It works well when you know the docket ID or rule name. It gets harder when you want an organization's full activity: submitter names aren't standardized, so one org can appear under many spellings, and there's no rollup across dockets or agencies.
Each comment period has a close date on the document page. If you follow more than a few rules, keeping those dates in a spreadsheet becomes the real work — and the easiest thing to let slip.
