The American Frozen Food Institute (AFFI) appreciates the opportunity to provide comments to the United States Department of Agriculture (USDA) on the issue of America's supply chains as they relate to Executive Order (EO) 14017. As the voice of the U.S. frozen food industry, AFFI is the national trade association that represents the interests of all segments of the frozen food industry. AFFI members manufacture and distribute frozen foods throughout the United States and globally. AFFI represents a broad group of companies throughout the food distribution chain, including food producers, distributors, and retailers. AFFI members are part of the world's most complex and sophisticated supply chains. During the COVID-19 pandemic, these supply chains were dramatically tested, as millions of Americans relied on the food and beverage industry to keep shelves stocked. This experience has provided unique insight about how to build resiliency and enhance supply chain competitiveness. The pandemic has permanently changed the frozen food industry through accelerated megatrends including the rise of e-commerce, new consumer behaviors, demographic shifts, new technologies and a strengthened emphasis on sustainability of our food system. The Biden Administration's commitment to improve supply chain resilience and competitiveness is greatly appreciated by AFFI and its member companies. President Biden's initiative represents a smart policy approach, one that we are eager to assist in developing with you, your team and the whole of the federal government. The attached document contains key frozen food industry recommendations that will have immediate and tangible impact on the supply chain.
