On behalf of the Center for Biological Diversity, we submit the attached comments and exhibits on the Bureau of Ocean Energy Management's (BOEM) Draft Programmatic Environmental Impact Statement (DPEIS) for the Gulf of Mexico Regional Outer Continental Shelf (OCS) lease sales proposed in the 2024-2029 National OCS Oil and Gas Program, 89 Fed. Reg. 101044 (Dec. 13, 2024). These comments are focused specifically on the DPEIS's discussion of decommissioning and are intended to supplement the Center's broader comments filed alongside a coalition of organizations. This submission includes the comments and exhibits 1 through 19 of 34. The Center urges BOEM to adopt the no-leasing/no-action alternative.

Abstract

BOEM announces its intent to prepare a PEIS (the 2024 Gulf of Mexico Regional Oil and Gas Programmatic Environmental Impact Statement [2024 GOM PEIS]) to analyze the potential impacts of oil and gas leasing and the potential associated site and activity-specific OCS oil- and gas-related activities from a representative single lease sale in the Western, Central, and Eastern Planning Areas of the GOM.
