These studies and reports were released after the closing of the public comment period and are of central relevance to this rulemaking. Environmental Defense Fund respectfully submits the attached supplemental comment addressing the failure of the Proposed Rule, The Safer Affordable Fuel-Efficient (SAFE) Vehicles Rule for Model Years 20212026 Passenger Cars and Light Trucks, 83 Fed. Reg. 42986 (August 24, 2018), to adequately describe the methodology for calculation of sulfur dioxide (SO2) emissions from vehicles, and errors in the modeling of such emissions.

Attached please find Environmental Defense Fund's supplemental request that the Environmental Protection Agency (EPA) and National Highway Traffic Safety Administration (NHTSA) withdraw the agencies deeply flawed Proposed Rollback of the agencies Clean Car Standards. As an insufficient (but necessary) step, we urge the agencies to immediately reopen the comment period and address unlawful inadequacies that have compromised the underlying technical analysis and hindered the publics ability to participate in the rulemaking process, including providing thus-far missing information on the Proposed Rollbacks underlying analysis.We appreciate the opportunity to submit this supplemental request and encourage the agencies to contact us with any further questions.
